This section of the agenda allows for the recognition of any individuals or groups whose attendance should be appropriately acknowledged.
V. Recognition of Audience Wishing to Speak to an Agenda Item
Persons wishing to address the Board are requested to submit questions or proposals in writing. In order to encourage public participation, individuals wishing to address a specific agenda topic will be asked to indicate which topic and then will speak once the topic is introduced later in the meeting.
VI. Recognition of Audience Wishing to Speak to the Board
Any formal request to appear before the Board may be considered at this time. As of this writing, we have received no formal requests to address the April Board of Education Meeting. Persons wishing to address the Board are asked to sign up in advance of the meeting, indicating the topic which they would like to discuss.
VII. ACTION ITEMS
A. Safe and Secure Facilities
1. APPROVAL OF PAINT BID
Included in your backup material is a copy of the bid tabulation for the painting contract at West High school. This information has been reviewed by the District’s architect and approval is recommended.
RECOMMENDATION: That the Board of Education approve the low responsible bid of Louis Painting Inc. in the amount of $26,700 for painting at West High School.
2. APPROVAL OF FLOOR TILE AND MASTIC REPLACEMENT
Bids have been received and reviewed for floor tile and mastic replacement at Smith Elementary School. Three contractors were invited to bid and two bids were submitted. Jones Enterprise was the low, responsible bidder and approval is recommended so that the work can begin on August 7 with a completion date of August 14.
RECOMMENDATION: That the Board of Education approve Jones Enterprise as the low responsible bidder for the replacement of floor tile and mastic replacement at Smith Elementary School in the amount of $17,113.00.
B. Financial Responsibility
3. REJECTION OF FUEL BID
The district recently sent out bid specifications for fuel needs. It has been determined that the specifications did not include a statement relative to insurance requirements and therefore, has determined the need to reject all bids and re-bid the fuel contract.
RECOMMENDATION: That the Board of Education reject all bids submitted to provide fuel for District vehicles and that the administration be authorized to re-bid the same pursuant to the revised specifications as discussed.

RECOMMENDATION: That the Board of Education approve the items contained in the Consent Agenda for August 6, 2007.

A. Teaching and Learning
1. School Improvement Plan for West High School
Under No Child Left Behind legislation, schools in School Improvement Status must submit to the Illinois State Board of Education their School Improvement Plan in the E-Plan format. West Aurora High School is required to submit their School Improvement Plan to the ISBE and it is also required that the plan be reviewed and approved by the School Board. Included in your backup material is a copy of West High School’s School Improvement Plan. We are requesting that the plan be reviewed at the August 6 meeting and approved at the August 20 meeting.
B. Safe Secure Facilities
1. Construction Update
Included in your backup material is an update of construction projects prepared by the District’s architect.
2. Proposed Mural for Herget Middle School
Included in your backup material is a drawing of the proposed mural being donated by Cordogan and Clark Architects and R.C. Wegman Construction for Herget Middle School. The mural is proposed to be painted in the main hallway to the right of the main entrance.
C. Financial Responsibility
1. Tax Increment Financing District Agreement
Mr. Peter Wilson will be present to discuss the Intergovernmental Agreement between District 129, District 131 and the City of Aurora regarding the Tax Increment Financing District. Included in the backup material is a memorandum from Mr. Wilson providing background to the agreement as well as a copy of the Intergovernmental Agreement.
2. Paper Bid
On March 19, 2007, the Board of Education entered into a joint purchase program with the Illinois Department of Central Management Services (CMS). Participation in this program allows the district the opportunity to utilize prices contracted by CMS. They have recently contracted with Unisource Worldwide for paper purchases and it is felt important that the District be a part of the CMS contract for the FY 08 purchase of paper. The Board will be asked to approve participation with CMS in the purchase of paper at the August 20, 2007 Board meeting.
3. Auditors Report - August 20
Representatives from the District’s Auditing firm will be present at the August 20 meeting to update the Board.
4. Treasurer’s Report – August 20, 2007
Mr. Jack Meyer, District Treasurer, will present the Treasurer’s Report to the Board on August 20, 2007.
D. Community Involvement

Included in your backup material is a listing of meeting dates for the Superintendent’s Community Advisory Council (SCAC) as
well as a listing of agenda topics for the 2007-08 school year.

1. Letter of Thanks from Cherie Esposito
Included in your backup material is a copy of letters sent to AAA Chicago Motor Club and Chicago Cares from Cherie Esposito. Volunteers from these organizations worked to improve the grounds and playground at McCleery.
2. Letter from Mayor Weisner
Included in your backup material are copies of letters from Mayor Thomas Weisner, to Ms. Beth Mosher, AAA Chicago and Ms. Anne Kellogg Reed, Chicago Cares, thanking them for their work done at McCleery Elementary School on July 11, 2007.

CONSENT AGENDA FOR AUGUST 6, 2007
The Board of Education's Consent Agenda contains those motions or resolutions which are deemed routine and/or require little or no discussion. The use of the consent Agenda is intended to expedite the meeting by the elimination of repetitive roll calls and unnecessary discussions. A Consent Agenda item will be removed from the Consent Agenda prior to its passage upon the request of any Board member. The roll call of votes on the approval of the Consent Agenda shall constitute the roll call of votes on each and every Consent Agenda motion or resolution as if each were voted on individually.

H. Requests for Leaves of Absence
Julie Bremer, 5th grade teacher at Freeman, has requested a Parent/Child Rearing Leave of Absence beginning December 3, 2008 and continuing for 16 weeks.
Kim Lundberg is requesting a Parent/Child Rearing Leave of Absence for the first semester of the 2007-08 school year. Ms. Lundberg will be returning at the beginning of the second semester, January 22, 2008.
Nick Sawka has requested a medical leave of absence for the 2007-08 school year. This request is consistent with the terms and conditions of the negotiated contract.
RECOMMENDATION: That the Board of Education approve the Parent/Child Rearing Leaves of Absence for Julie Bremer and Kim Lundberg, consistent with the terms and conditions of the negotiated contract between the Board of Education and School District #129.
RECOMMENDATION: That the Board of Education approve the Medical Leave of Absence for Nicholas Sawka for the 2007-08 school year consistent with the terms and conditions of the negotiated contract between the Board of Education and School District #129.
I. Discipline Committee Recommendation
At the July 9, 2007 Board Meeting, the Board discussed the revisions to Policy JCA. A revision was made to the policy, changing #22 to include the words “possession” as it relates to paging devices, cellular phones or similar electronic devices.
RECOMMENDATION: That the Board of Education approve the recommended changes to Policy JCA – Specific Actions Denoting Gross Disobedience or Misconduct.
J. Northwest Illinois Association
Enclosed in your backup information is a copy of a letter from Mary Ellen Kilpatrick, NIA Regional Director, regarding the election of member for the N.I.A. Executive Board. Those members are Jay
Augustine, District 131 Administrator and Lisa Wiet, School Board Member of Kaneland Public Schools.
RECOMMENDATION: That the Board of Education authorize its secretary to cast its ballot for the proposed members of the NIA Executive Board.
K. Recertification and Certification of Transportation Safety
Hazard Areas
School District 129 currently provides transportation to students who live in excess of a mile and one half to school. In addition, the law allows for students who live less than a mile and one half to receive free transportation if their route to school is designated a “serious safety hazard” as allowed under Illinois Department of Transportation rules and regulations. We are again bringing forward seventeen (17) previously certified hazard areas for recertification by the Board. These areas are displayed in the back-up information provided to the Board for this item.
RECOMMENDATION: That the Board of Education approve the recertification of those areas as described in the backup material as hazardous and authorize staff to pursue reimbursement for students transported from these areas.
L. Approval of Agreement with HRH Benefits Provider
Nancy Vatch, Vice President for HRH, the District’s Insurance Provider, previously provided the Board with information on the renewal of the Agreement between the district and HRH. Background information is provided.
RECOMMENDATION: That the Board of Education approve the renewal of the Agreement between the district and Hilb Rogal & Hobbs (HRH) of Chicago, as the benefits provider for District 129.
RECOMMENDATION: That the Board of Education approve the recommendations contained in the Consent Agenda for August 6, 2007.
Daniel Riggs is being recommended for the position of Assistant Principal for West High School. Mr. Riggs received his Bachelors Degree from Wheaton College, his Masters from Northern Illinois University and is currently working on his doctorate. He has previous experience as an Assistant Principal and Dean of Students at Richards High School in Oak Lawn.
Andrew Lutzenkirchen is being recommended for the position of Director of Athletics for District 129. Mr. Lutzenkirchen received his Bachelors degree from Aurora University and his Masters from National Louis University. He has served as a Physical Education teacher at West High since 2003-04 and the Assistant Athletic Director at West High.
Melena Gaspadarek is being recommended for the position of Assistant Principal at Jefferson Middle School. Ms. Gaspadarek received her Bachelors degree from South Suburban College, a Masters in English Education from Governor’s State University and a Masters in Special Education from Chicago State University. She has previous experience as a 7th grade Resource Teacher in District #95, Brookfield-LaGrange Park and a Special-Contained Special Education teacher in District #155, Calumet City.
Pamela Rowe is being recommended for the position of Assistant Principal at Greenman Elementary School. Ms. Rowe received her Bachelors degree from Illinois State University and her Master’s from the University of St. Francis. She has previous experience as an elementary teacher in both Indian Prairie, District 204 and East Aurora District #131.
David Russell is being recommended for the position of Assistant Principal at Hall Elementary School. Mr. Russell received his Bachelor’s degree from Eastern Illinois University and his Masters from Aurora University. He has served as an elementary teacher at Greenman since 2001-02.
